County weighs GFL contract increase against bringing residential pickup in-house

County Manager Thomas Weaver told the July 28 work session that the county's residential pickup cost currently appears as $480,137.00 per year across programs and that vendor notices indicate price increases tied to CPI indexing. Weaver gave an example showing residential costs moving from $312,000 to $342,000 annually under the contractor's adjustment; he also presented an estimate that bringing collection in-house could save roughly $92,000 per year, not counting the capital cost of purchasing a truck that could be paid from SPLOST.
Commissioner Gerald Douglas raised concerns about apparent nonpayment at the recycle center and the enforcement of fees. Weaver said staff is implementing credit-card processing at the recycle site, rotating staff to improve collections, and using cameras to deter nonpayment. The Commission directed staff to review the existing contract language and bring formal procurement options and cost-comparison figures to a future meeting.
