District presentation shows mixed English-learner progress; South Almani among lower-performing sites

Edith Echeverria presented the El Monte Union High School District’s local indicators and explained how the dashboard measures both status and change across 11 indicators (six state, five local). She said the local indicators in this cycle generally show standards met in the categories presented and reviewed metrics for basic services, implementation of state standards and school climate.
During board questioning, Echeverria and staff provided site-level English-learner progress percentages and explained how the dashboard couples status and change. She said Arroyo had 37.5% of ELs making progress (orange status), Almani showed 50.7% making progress with a 9.7% increase (green), Fernando Ledesma had 14.9% progress (orange), Rosemead was at 48.3% and effectively maintained (yellow), and South Almani had 32% of ELs making progress and declined 7.4 points (red). “When you look at Almani, they made significant progress, 9.7%, and they have a total of 50.7% of students making progress. That’s why they were green,” Echeverria said.
Trustees requested staff pull site-specific dashboards for further review and asked for additional context on how prior-year data informed decisions. One trustee cautioned that the data used to approve staffing decisions were drawn from prior years’ submissions, a point staff acknowledged and said the district will certify the dashboard in November.
