The board approved a variance permitting Jacob Dean Collins to build a large accessory garage in the front yard at 146 Overlook Drive despite multiple neighbors’ objections about size, neighborhood character and restrictive covenants.
Neighbors led by Joe Roach said the proposed structure (presented as roughly 1,600–1,700 sq ft with 12-foot walls and a loft) is far larger than other neighborhood outbuildings and would be intrusive. Roach pointed out that 14 of 18 houses in the area are under 1,500 sq ft and said the proposed building would "stick out." Collins said he had met with neighbors, is attempting to minimize height and visibility with landscaping, and argued he needs 12-foot walls to fit a full-size pickup.
Commission discussion noted the county cannot adjudicate private covenant disputes, and several commissioners encouraged further neighbor-to-neighbor negotiation. The motion to approve the variance carried, with one commissioner recorded as opposed.
