Mister White presented the committee with a list of large industrial projects expected to generate one-time construction sales tax during the build phase. "The 1st 1 is the Saint Charles Clean Fuels project. This total project cost comes from the various applications that they have submitted," he said, noting combined ITEP and quality-jobs submissions totaled about $8.8 billion and that IMTT infrastructure work of roughly $400 million may be associated with the same line item.
White cautioned that many projects have not reached a final investment decision (FID) and that permitting remains a common source of delay. Committee members noted that previously announced project costs (one project at $4.6 billion in 2023) have been updated upward, underscoring the need for regular monitoring of filings, permits and start dates.
