Applicant Alisa Holbrooks told the board that she wants "a hair salon in my basement" and asked the county not to permanently prohibit a second chair because her daughter is attending school and she may need flexibility later. Residents opposed the request, citing neighborhood covenants and traffic concerns: Jim Garcia said the five-house street is a "nice residential area" and argued that more than one chair would make the area feel commercial. Charlie Lund asked whether services such as massage or nail work would be allowed under the ordinance, saying he feared additional patrons and parking could exceed the neighborhood's capacity.
County staff reviewed state statute definitions and a code section describing home-based business patron limits; after discussion the board amended the permit language to define the limit by patrons (two at a time) rather than chairs.
