Council approves $465,000 settlement to acquire right-of-way for Roswell Road streetscape project

Public works director Marty Martin told the council that acquisition of property at Roswell Road north of Franklin is necessary for project T0019, the Roswell Road streetscape and transit-access improvements. The agreed settlement is approximately $465,000 while the city's appraised fair market value was $413,900; Martin said property owners provided land-sale comparables that staff found appropriate so the negotiated amount was recommended for approval.
Martin said the project requires acquisition of roughly 6,109.93 square feet of fee-simple right-of-way plus temporary construction easements and driveway easements; the city expects an 80/20 funding match with the Federal Transit Authority providing 80% and the city providing the 20% local share through existing capital funds. Council member Mary Ford moved and Council member Andrew Chinski seconded the motion to approve the easement purchase; the motion passed by voice vote. Council also asked staff to prepare public outreach materials and a webpage for the larger streetscape effort.
