Council approves $1.5M ITS "Ring A" fiber construction contract and reallocates $400,000 in TSPLOs funding

The Sandy Springs City Council approved a construction contract award to Smart Road Technology LLC for the ITS Ring A fiber project (project S2101) with the recommended contract amount presented as $1,507,000.58. Public works director Marty Martin said the work will include about 9.3 miles of new and replacement fiber trunk lines on key corridors including Roswell Road at Glenridge, Peachtree Dunwoody Road and portions of Hammond Drive, using both aerial and underground installation methods.
Martin explained the bid-review process, saying the apparent low bidder was determined nonresponsive for lack of GDOT prequalification for the solicitation and that Smart Road Technology was selected after interviews and reference checks. "We move forward with the recommendation for this bid award in the amount of $1,507,000.583 dollars and 25¢," Martin said. Council approved the contract by voice vote.
Following the contract approval, the council also approved an ordinance reallocating $400,000 in TSPLOs 2021 program funding to cover anticipated costs for project S2101. Martin said the additional funds would be taken from Tier 1 uncommitted TSPLOs funding and that overall program funds are sufficient; staff noted TSPLOs sales tax proceeds will cease in March 2027. The council voted in favor of the funding update by voice vote.
