The Washington Public Disclosure Commission found that Richland Citizens for Good Schools failed to timely file a mandatory post‑election C4 report for the March 2023 special election and imposed a $150 civil penalty that will be suspended if the committee has no violations for four years.
PDC staff presenter Alice Feynman told the commission that the committee’s post‑election C4 report due 03/10/2023 had not been filed and that the committee later filed a C3 and a C4 showing about $1,500 in contributions and just over $100 in unitemized expenditures. Danica Garcia, listed in the committee registration as chair and treasurer, told commissioners she received notice late and had not been monitoring the campaign email out of season: "I received notice I saw notification of for this event last night at 70 PM... During non campaign season, it is not an email that has been checked and used."
Chair Jay Leach said he would "find a violation" and announced a $150 penalty but said he would suspend the entire penalty on the condition that the committee have no violations for the next four years. Staff asked Garcia to confirm a correct contact email so the final order reaches the committee; staff said the order will be issued within 30 days. The commission did not record a formal vote; the chair announced the finding and the penalty and directed staff to prepare the order.
