County staff told the board the historical arrangement was that the roads were accepted for public use but not for public maintenance, and noted long‑standing annual contributions "about $190,000 a year" to the Spring Creek Association, plus a recent $500,000 one‑time payment and ARPA funds for specific projects. Staff said going forward, the county is beginning a phased takeover of parkway maintenance and will require any new subdivision that uses Spring Creek‑maintained roads to form HOAs and collect fees as a condition of approval. A resident urged stronger enforcement of existing access agreements and clearer plans for future maintenance; commissioners said the county will require subdivision conditions and monitor compliance.
