Council schedules budget-retreat agenda discussion, weighs special-permit requirement for downtown parking

Councilor Julie Wolf asked that next Tuesday be a hybrid work session and meeting to allow the council to vote on the agenda for the Aug. 15 budget retreat, and she asked that councilors come prepared with proposals so the retreat agenda can be set deliberately rather than handed to them at the meeting.
Wolf also proposed a future work session to discuss "enacting an ordinance that requires a special permit in order for additional parking lots to be built in the downtown area," saying many West-side residents are concerned about conversion of properties on Manitou Avenue to surface parking. The council asked planning staff to review workload and bring a proposal forward for a future work session.
On other business, councilors recognized a series of community events (including a community concert series and an incline performance) and marked completion and filling of the newly rehabilitated 2,000,000-gallon water tank. A council member noted the two major tank projects were funded primarily by grants and low-interest loans, saying, "It only cost our community about $700,000 outlay, which is truly remarkable with over $3,000,000 of investment." The meeting adjourned by unanimous consent.
