Manitou Springs adopts midyear FY2026 budget amendment, adds $3.2M line for railway

Manitou Springs City Council adopted Ordinance No. 0726 on second reading to amend the city's FY2026 budget and to appropriate funds for the year.
Finance Director Nate Moore told the council this was the second reading with one substantive change: "the addition of the $3,200,000, which was allocated to the Manitou and Pikes Peak Railway, company." Councilors asked for clarity on the reported "salary/benefit reductions," and Moore and staff explained the apparent reductions reflected unfilled positions and reassignment (not citywide cuts to pay or benefits). Councilors also discussed reductions to the summer-beautification program and use of fewer part-time pool staff. The council clarified that a transfer from the parking enterprise came from that enterprise's new revenue, not its reserves.
Mayor Pro Tem Judith Chandler moved to adopt the ordinance as amended; the motion was seconded and carried unanimously. The council's adoption also incorporated a newly added Section 2 clarifying that the ordinance both amends the budget and appropriates funds for the expenditures listed.
