The Onslow County Board of Commissioners approved a progressive design‑build agreement with Samick Corporation to perform Phase 1 design and preconstruction work for two EMS buildings. Emergency Services Director Bradley Kinlaw said Phase 1 will include site planning, schematic design, environmental review and preliminary cost development, with a Phase 1 cost of $383,250 to help establish a guaranteed maximum price before moving to Phase 2 construction.
Commissioners expressed support for accelerating EMS facility projects and asked clarifying questions about what distinguishes a "progressive" design‑build contract from a traditional design‑build. Kinlaw and other staff described progressive design‑build as a phased approach that completes design tasks first to refine scope and cost before committing to full construction pricing.
