District seeks land-development escrow for transportation center, plans demo and temporary training use for Broadway property

Arthur Oakes, director of facilities and operations, described early steps in the district's Vision 2030 plan to relocate the transportation center and purchase adjacent quarry property. He said the standard land-development escrow for South Whitehall Township would be $49,000 and is usually refunded when final inspections and land-development sign-offs are completed.
Oakes also described a Broadway property the district purchased and for which asbestos and mercury abatement have been completed. He said local fire departments requested to use the building for training through December (with insurance clauses and plans in place) and the district expects to go out to bid in January for demolition and return the site to grass in spring. On separate construction work, Oakes said the Kearnsville drainage improvements are closing out and the district expects a change-order credit of about $20,912.30 for unused allowances.
Board members asked about insurance/waivers for outside agencies using district property and whether weekend or after-hours training would be required; Oakes said the district had consulted with its insurance broker and planned an appropriate checklist of protections before allowing external use.
