Commissioners deny rezoning for Bear Creek Road property after debate over possible vape shop

Planning Director Carter Metcalfe told the board the property, owned by Donald Sweeting and applied for by Amar Abdul Ahmed Dumas, had a 2024 trip count of 2,600 and services from nearby water mains; staff and the Planning Board found the change consistent with the future land-use map and recommended approval.
Commissioners questioned permitted uses and potential impacts. Metcalfe said that while the applicant described a convenience store and bake shop, "that is certainly a potential" for a vape shop and that such a use would require an additional special‑use process before the Board of Adjustment. After discussion about lighting standards and zoning tools to restrict certain uses, the chair called the vote and stated, "So motion carries to deny 5 2."
