Steve Eaton, who introduced the employee recognition segment that followed the proclamation, said the award was "a small but meaningful way to acknowledge the contributions you have made to our community, our state, and our nation." Commissioners and staff praised Capers during the meeting for his leadership and local mentorship. The board recessed into a scheduled closed session later in the agenda.
