A staff member explained the RFQ is meant to secure design-build firms to provide a magnitude-of-cost estimate for potential projects identified in a facilities master study. The staff member described a phased approach: build a new Facilities Building first, demolish the existing facilities building, and then relocate the Health & Human Services building into that footprint to use shared parking. "This cost would be $6,000,000 for the Facilities Building," the staff member said, adding that the figure was an illustrative number to guide whether the board wants to pursue the projects further.
Officials said the RFQ will allow the county to evaluate proposals and return with a clearer cost estimate and sequencing plan. No final procurement decision was made; the RFQ step is intended to bring back information for a future board decision.
