HCA policy staff: 190 bills tracked; several agency-request and priority bills moving

Walker also noted the agency-drafted board-authority bill that would give the PEBB board expanded authority to consider optional, employee-paid benefits, and flagged Senate Bill 5579, which would add parameters around provider negotiation notices and how carriers may communicate the legal basis for member notices. She cautioned that companion-bill dynamics mean failure in one chamber does not necessarily end a bill's prospects.
Board members asked for clarification about fiscal notes and the potential timing and impact; staff said some bills carry IT or administrative costs and that the agency will continue to refine fiscal estimates as bills move through the process. The board requested further detail as the legislative budgets emerge after the March revenue forecast.
