Rangely council adopts 2026 budgets and certifies mill levy at 10 mills

The Town of Rangely approved a suite of budget resolutions for fiscal year Jan. 1–Dec. 31, 2026, including the general fund, water and wastewater enterprise funds and the Rangeley Foundation for Public Giving, and certified the mill levy for the 2026 budget.
Council moved and approved Resolution 2025-06 adopting the town budgets across listed funds, and later approved Resolution 2025-08 certifying the mill levy assessed for 2025 by the Rio Blanco County assessor at $20,612,140 at 10 mills for budget year 2026. The motions were recorded as carried.
A council member thanked staff for updating the materials and said the packets reflected available fund balances and GAAP adjustments; staff explained that ‘cash’ is the spendable balance and that fund balances include capital assets that are not available for general spending. Council members noted low cash in the water and wastewater funds because of ongoing capital projects and discussed the implications for future rate decisions.
Next steps: staff will implement budget resolutions, publish adopted budgets and pursue follow-up work sessions to review unfamiliar items with the incoming town manager once he starts in January.
