Housing Authority approves advisory-committee appointments and $85,614 tenant write-off

The Washington County Housing Authority Board of Directors on Aug. 4 approved two new appointments and two reappointments to the Housing Advisory Committee and authorized a write-off of certain past-due tenant accounts for fiscal year 2025–26.
Staff presented the HACC recruitment results: more than 40 applications were reviewed, two resident-designated seats were filled (Kevin Birch and Stacy Rivera) and two current members (John Epstein and Nina Stafford) were recommended for reappointment to four-year terms. The board approved the appointments and reappointments unanimously.
Deputy Director Jill Chen and Deputy CFO Ryan Baumstbach then presented a proposed write-off of past-tenant receivables in the low-rent public-housing program. "The proposed write off for this year, ending June 30 is $85,614," staff said, explaining that the write-off clears balances from the authority's accounting while collection efforts, repayment agreements and national tenant-screening flags continue. Staff clarified the amount applies to "over a dozen" former residents and is a subset of move-outs related to Section 18 dispositions and other reasons. The board approved the write-off unanimously, 5–0.
