Citizen Bond Oversight Committee says Measure J proceeds were spent as intended; flags funding gap for Phase 3

The Citizen Bond Oversight Committee (CBOC) presented its annual report to the board, summarizing oversight activities and financial reviews of Measure J bond expenditures.
A CBOC representative said the committee meets roughly four times a year and reviews project progress and financials; based on an independent audit and the committee’s review, “the CBOC finds that Measure J bond proceeds were expended in accordance with the bond project.” The committee noted it has eight members (down from a previous high) and produces a formal report, a summary document and an infographic intended to inform the public.
Committee members highlighted that while Measure J work (including the cafeteria/Hoxie Hall and seismic modernization) is progressing, there remains a funding gap for Phase 3 of the main building. Trustees thanked the committee for volunteer oversight and encouraged continued exploration of funding options to address the gap.
The board accepted the report for the record; no board approval was required for the CBOC report, though trustees expressed their appreciation.
