Utilities, including Exelon and PHI representatives, opposed granular metrics d and e, arguing they would require manual effort from engineering/project teams or costly IT automation that would ultimately affect ratepayers.
John Warkowski recommended adopting metrics a and c to provide initial visibility while forgoing d and e, which he described as more investigative and better suited to follow-up probes. Commissioners agreed this compromise balanced transparency and operational burden; the motion to publish the regulations recorded that d and e would not be adopted.
