The Public Service Commission voted unanimously to publish revised proposed permanent interconnection regulations in the Maryland Register for notice and comment, the chair announced at the close of RM 94.
Chair Kumar Barve moved the motion to publish the proposed regulations "in accordance with today's proceeding in the Maryland register for notice and comments subject to any non substantive changes necessary to conform to COMAR drafting requirements," and the commission recorded unanimous ayes from Commissioners McLean, Linton, Suchman and Hoover. The motion noted explicitly that provisions d and e of the record-retention/reporting section would not be adopted.
The rules are intended to replace emergency regulations the commission adopted on 03/18/2026 that took effect from May 12 through Oct. 10, 2026. Staff told commissioners the permanent proposal largely mirrors those emergency rules while adding three items: portable solar language under the Utility Relief Act (consensus); a proposal from joint solar parties to include "available rated capacities" in detailed pre-application reports (nonconsensus); and additional reporting recommendations concerning missed interconnection study deadlines (nonconsensus).
The adoption vote concluded the RM 94 proceeding, with the chair directing staff to make non‑substantive COMAR-conforming edits before publication. No further substantive changes were ordered in the meeting.
