Council adopts resolution to create municipal code review ad hoc committee

City manager Dustin Reif presented a resolution to formally establish a municipal code review ad hoc committee to review ordinances that council members and the public have said impede downtown business activity. The proposed committee would identify code sections that could be addressed by text amendments, then route recommended changes to the planning commission and council as appropriate.
Council discussed whether an updated resolution should explicitly supersede the previously created committee. Resident Dwight Bailey urged that citizen participation and conflict‑of‑interest disclosure (Form 700) be included for committee appointees. The mayor moved to adopt Resolution 2025‑02 with language that the new resolution supersedes the prior committee; the motion passed.
Council did not appoint members at the meeting; staff said it will return with appointment recommendations at a subsequent meeting. Staff also agreed to better define committee workflow between the ad hoc group, planning commission and council before appointments are finalized.
