Council authorizes Kimley-Horn to update Greenville impact-fee study

City staff requested authorization to contract Kimley-Horn to prepare an update to the city's 2022 impact-fee study, which is required to keep developer-assessed fees current for water, wastewater and roadway capacity needs. Staff said Kimley-Horn completed the initial study and already holds much of the required data, which makes them practical for the update and would help meet the readoption timeline.
"Since Kimley Horn did the initial impact fee, it makes sense to have them to do the update," the planner said, and added that staff has begun compiling land-use assumptions and will organize required public hearings and a formal impact-fee committee as part of the process. Council approved using impact-fee funds to pay for the update and voted to proceed.
