City planner Latora presented the draft Greenville Downtown Plan, outlining a context chapter, four theme chapters (unique & fun; community hub; connected/functional/sustainable; beautiful & safe), and an implementation chapter addressing zoning, funding, incentives and management. The plan proposes an expanded downtown boundary, six catalyst sites (including Lee Street, a Rose Plaza, Oak Street Plaza, a heritage garden and Market Square), and three phases of improvements with varying levels of infrastructure and aesthetic investment.
"We began the downtown planning process a few years ago, and now we're trying to push it through to approval," Latora said, summarizing engagement steps including a downtown design studio, stakeholder interviews and a steering committee. Several council members and co-chair Randy Tarfuss praised the thoroughness but expressed concerns about truck routing, building-owner buy-in and the volume of detail; the council voted to postpone final adoption to the next meeting to allow additional review and community follow-up.
