Board finds Maverick Demolition contractor in violation, assesses $600 in fines and sets 30-day payment window

The Escambia County Contractor Competency Board on Aug. 5 found Marcus G. McCoy, doing business as Maverick Demolition of Northwest Florida Inc., in violation of county code for unpermitted demolition permits and related misconduct and assessed fines totaling $600.

Staff read the administrative complaint (case 260549COM) alleging violations of Escambia County code section 18-37-d-15-c (job finished without required permits) and section 18-37-c-11 (fraud, deceit, gross negligence or misconduct). Complainant Kevin McCrumb told the board the building damage was substantial and described frustration with insurance delays. McCoy told the board he had been working with his insurance company, had reinstated many permits (staff later noted approximately 180 reinstatements) and was coordinating inspections in small batches so as not to overwhelm inspectors. McCoy told the board, "I've pulled permits a couple of months after the fact," and said he would cooperate with the inspection process.

After hearing the testimony and reviewing investigative exhibits, the board voted to find McCoy in violation of both cited code sections. The board assessed a $500 penalty for the permit-count violation and $100 under C-11 for misconduct, for a total of $600, and set a 30-day deadline for payment; board members also voted to recommend "no further action" to the Construction Industry Licensing Board. Staff and the respondent were instructed to follow up on documentation and inspections.

The board's action concluded with procedural directions on distributing the respondent's insurance-related email and scheduling inspections for reinstated permits.
