During the department update a local producer's concern was raised — summarized by a commissioner — that when businesses expand and add trucks there should be a formal transportation review or road-use agreement to protect haul routes and county roads. As the commissioner put it, the main question was whether "there is ever like a transportation review? ... or specific road use agreements," and he suggested the county consider thresholds that would trigger such a review when operations scale up.
Commissioners discussed precedents for dedicating routes, state and federal participation in road improvements, and the practical difficulty of policing directional use on county roads. They noted that concentrated legal hauling can accelerate road deterioration and described past examples where routes were designated to accommodate industrial traffic and funding partnerships were used to improve routes.
Staff also described that some bridge projects have unfavorable scores under federal criteria, which may limit federal funding eligibility; the county intends to apply for available bridge funds and to design projects so they will be ready if funding becomes available.
