Investigator and staff materials cited state statutes allowing portions of military experience and college credit to count toward licensing eligibility. Haynes told the board, "I've been into it for a long time," describing work at chemical plants, Pensacola State College and the University of West Florida utilities and saying he routinely troubleshoots HVAC systems.
Board members asked about past employers and verified work history; a member moved to approve, a second was given, and the motion carried unanimously. The board deferred to its standard practice of considering disclosed criminal history in licensure decisions; staff had earlier noted the matter required board action rather than staff-only approval.
The board did not specify any conditional restrictions on the approval. The applicant thanked the board after the vote.
