Commissioner Lucas and others told the commission that raw counts of tickets or warnings do not give a complete picture without traffic volumes to normalize results. "Going forward, I'd like some context for the percentages of tickets and warnings and that context would be, traffic count," Commissioner Lucas said, adding that ratios would allow fair comparisons between zones.
Red Speed and staff agreed to develop traffic‑adjusted reports. The vendor and staff offered to create a cadence for delivering the metrics to the commission and the public so the city can evaluate whether to scale back enforcement at some sites or reassign assets to corridors that continue to show elevated speeds after mitigation measures.
