HCA outlines SmartHealth sunset: portal and incentive ending by 2028

John Parton, benefit strategy and design section manager in the ERB division, updated the board on SmartHealth, part of the state's Washington Wellness program. Parton said the online portal and the wellness incentive will end by Jan. 1, 2028 per legislation (SB 5807); members will be able to participate and earn incentives through 2025–2027 and the last incentive payout will occur in early 2028.
Parton and other staff emphasized that SmartHealth is a component of the broader wellness portfolio — smoking cessation, diabetes prevention and management programs will continue — and outlined next steps including record retention, contract closeout with WebMD, and a board action item anticipated in 2027 to approve closure and communications plans. The board discussed participation rates and evidence of program impact; staff acknowledged difficulty proving causal health outcomes but cited anecdotes and continuing wellness services as value.
