Shelley Warnock, presenting for PDC staff, told the commission that Amber Wise (case no. 178058), a candidate for the Woodinville City Council in 2025, was alleged to have failed to file required pre-primary C4 summary reports due July 15 and July 29, 2025, in violation of RCW 42.17A.235. Warnock said Wise had no prior violations, did not participate in the hearing, submitted an email and later filed what the record lists as a 'CFOA' or C4 report on Oct. 28, 2025, and that Wise won the election; staff recommended finding a violation and assessing penalties under WAC 390-37-143.
Warnock also said the commission received an email from Wise the same day asking about a payment process: "We actually just got a email, I do believe, from her just today asking for a payment process." Chair Jay Leach said he would adhere to his prior order and not amend it.
