PDC staff recommends violation for Amanda Rodriguez for late C4 filings; chair upholds prior order

Shelley Warnock, presenting for commission staff, told the Public Disclosure Commission that Amanda Rodriguez (case no. 178057), a 2025 candidate for the Grandview School District (01/16200), failed to file required pre-primary campaign finance C4 summary reports that were due July 15 and July 29, 2025. Warnock said staff is recommending a finding of violation of RCW 42.17A.235 and assessment of an appropriate penalty under WAC 390-37-143 for a filer with no prior violations.
Warnock said Rodriguez did not participate in the hearing but submitted an email and that "She has filed her c4 report on November 9, and she did not win the election." Chair Jay Leach asked whether there had been other communications since the Sept. 16 email; Warnock said there were none. On the record, the chair said he would "adhere to my prior order and not make any amendment to it," leaving the prior order and any associated penalty in place. The transcript records the staff recommendation and the chair's statement; no roll-call vote or revised penalty amount was recorded on the hearing transcript.
