Rockdale council sets maximum 2026 property tax rate at 0.782141; public hearings set Aug. 10

The Rockdale City Council set a maximum property tax rate of 0.782141 for fiscal year 2026–27 and scheduled public hearings on the tax rate and draft budget for Aug. 10 at 5:30 p.m.
Tim, speaking for city staff, recommended setting the maximum rate as a precautionary ceiling the council could lower later, saying the rate is the highest allowable under current constraints. "We are proposing to lower the tax rate from 0.85 down to 0.782141," Tim said while explaining revenue impacts; staff said at that level the budget would raise roughly $100,000 (a 3.57% increase) over last year’s revenue and that new property added to the tax roll accounted for $52,028 in additional revenue.
Councilors asked about funding for code enforcement and other priorities; staff said the proposed budget includes funding for a second code enforcement employee. Staff also explained that because the city’s audit had not been submitted to the state on time, the council was limited to adopting a no-new-revenue cap this year and could not adopt a higher rate under state rules. "Because of the fact that we didn't get the audit, completed and submitted to the state in time, ... you can't go above the no new revenue," Tim said.
A motion to set the maximum rate at 0.782141 was made and seconded, and council members voted individually; the motion passed unanimously. The council also approved setting two public hearings — one on the tax rate and one on the budget — for Aug. 10 at 5:30 p.m.
