A board presenter (S2) explained the ordinance’s durations: "1st exclusion within 12 months is up to 30 days. 2nd exclusion within 12 months is up to 60 days. And the 3rd or subsequent exclusion, is up to 90 days." The presenter said staff will coordinate with police so exclusions and any supporting documentation are shared consistently.
Board members noted that current local practice had sometimes used permanent bans for serious incidents and that the new policy provides intermediate steps and clearer appeal avenues. The chair (S1) called for the motion to approve the policy; the motion passed on an affirmative voice vote recorded in the meeting (board member S2 recorded the ayes).
The board directed staff to confirm whether the policy will require additional formal authorization (for example, city manager or city council review) once Spencer and other city staff review the language. The policy will be reflected in the library’s policy manual with an approval date recorded on the document.
