Councilors said anonymity and practicality are top concerns; the draft proposes individual council-member scoring plus optional staff feedback gathered anonymously through a designated collector so responses are not attributed to individuals. "Great feedback is breakfast of champions," one councilor said in support of a structured process. Members asked staff to circulate the Word versions of the draft forms and provide edits to the ad hoc by August 14; compiled results would then be presented in closed session for council discussion and subsequent follow‑up with the city manager and city clerk.
City management said the draft forms are intended as guides rather than final instruments and agreed to refine the clerk’s tool to ensure job‑description alignment. Council members emphasized that early informal check‑ins can identify issues quickly, while a formal 360 would be better suited to the one‑year review.
