Council adopted Resolution 12‑69 on July 28 to replace the building department’s fee schedule with an updated set of charges that reflect CPI increases since the schedule was last formalized in 2011.
Staff described the methodology: applying the average annual CPI percentage used in the existing fee schedule for each year from 2011 through 2025 to produce a cumulative increase (approximately 39.5%). A staff member noted a few clerical items (exhibit/appendix references and a typo) and council asked staff to correct those before posting the final document. After a motion and second, the council approved the resolution by voice vote with the effective date set for August 1, 2026.
Council members and the public discussed the effect of higher fees on builders and applicants and asked staff to consider fee‑waiver criteria for projects with demonstrated hardship. Staff said the change was intended to bring fees in line with cost recovery and that building‑permit revenue will be monitored as part of year‑end financial reporting.
The resolution passed; staff will publish the corrected version and implement the new fee schedule on the August 1 effective date.
