Council discusses First Community Church temporary banners; mayor to approve permit with contingencies

Staff explained that a resident had complained about permanent mounts in the grassy right-of-way and an “unsightly orange cone” placed over them when banners are not in use. Fiscal staff Peggy Shanahan described the mounts as more permanent structures in the right-of-way and noted the church uses an orange cone to cover them when not in use.
Council Member Joanne C. Taylor emphasized the importance of the Heart to Heart food pantry, which operates Tuesdays and Thursdays from 9 a.m. to 12 p.m., and urged a balanced approach; Mayor Matthew P. Cincione said the church is part of the community and suggested the mounts be moved onto church property and that an alternative to the cone be found. Council agreed the Mayor would approve the permit with those contingencies.
