Council members argued that standing water in uncleaned ditches across Vernon undermines larvicide efforts and suggested reviewing the contract or exploring whether seasonal, targeted service or in-house mitigation would be more effective than a year-round arrangement.
Staff (S2) said the city typically receives the county bill and had not personally reviewed the contract line-by-line; members asked staff to investigate service frequency and potential alternatives.
