"There are two different ways of measuring noise. One is DBA," said Joe Bavona, explaining that DBC measures a broader frequency band that captures vibration. Members and technical advisers recommended referencing ANSI and ISO standards and discussed three enforcement approaches: applicant-supplied continuous monitoring, county spot checks with handheld meters, or hiring acoustical engineers to run long-term perimeter monitoring. Loss told the group the current draft lacks a decibel standard at property lines and that the committee should decide whether monitoring is monthly or quarterly and who stores those records.
Committee members said permit conditions could require regular reporting and, if continuous monitoring shows a violation, revocation of the operating permit with judicial enforcement as a downstream remedy under Tennessee land-use rules.
