Staff warns Vernon grant work may miss Sept. 30 deadline after contractor delays

City staff reported that the neighborhood revitalization grant — originally covering Sherp Street and two wells — has shifted scope and remains behind schedule, putting the city at risk of having to repay grant funds if work is not finished by the state-mandated deadline.
"We have a September 30 finalization cutoff. They won't extend it any longer," said the staff member leading the update (S2), who attributed delays to contractor performance and staffing shortages. The staff member said Well 1 is "not near completion" and that pumps must be installed and equipment repaired to bring the project into compliance.
The update also flagged a contested change order (MO107) for two improperly ordered generators; staff said the grant was billed for $65,000 in error and the city refused to pay that charge. The staff member said the city has reached out to its contractor and to the state commerce office to resolve outstanding change orders and finish pump and spray-field repairs, and warned council members that incomplete work could require repayment to the grantor.
