Commission adopts lower speed limits on three rural roads after study

Riley County commissioners adopted resolution 080326 after Public Works presented a study of traffic speeds on Rover Road, Daniel Drive and 80 Drive (near Eureka Drive). The study measured an 85th-percentile speed in the low-20s and staff recommended lowering the posted limits to better match observed driving behavior.
Evan McMillan of Public Works described the process: "For this study, that speed was around 22 to 23 miles per hour. So the recommendation would be either a 20 mile an hour or a 25 mile an hour speed limit for those roads." Commissioners moved and seconded the resolution; the motion carried by voice vote and the chair was asked to sign.
The resolution was presented as a safety measure given gravel surfaces, residential frontage and an increase in daily traffic after the addition of a nearby distribution center. Staff noted the higher traffic volume represented a substantial change from previous counts of 4–10 vehicles per day to 40–50 vehicles per day on affected roads.
