Council extends temporary spending authority and approves 2.5% raise for nonunion staff

Separately, the council considered a resolution to apply a 2.5% cost‑of‑living adjustment to nonunion staff pay schedules effective July 1. City Manager Reese confirmed the adjustment aligns with negotiated salary steps and grant‑funded positions; council unanimously approved the nonunion COLA. Council directed staff to return with the full FY2025–26 budget at the August meeting and to provide detail on any one‑time purchases authorized during this interim period.
Votes: the temporary budget motion passed 4–1; the COLA resolution passed 5–0.
