Alan Magana, owner of Gates of Lumeria LLC (doing business as Al’s Depot and Emporium), asked the council whether the city could move forward to authorize on‑site cannabis consumption for properly licensed retailers. He told council he had a written confirmation from the state licensing division and cited regulatory references that allow consumption areas if local jurisdiction authorizes them. "The licensing division confirmed that on‑site consumption lounges are indeed allowed under state law providing local jurisdiction allows it," Magana said, and referenced CCR Title 4 Division 19 section 15407(b) and Business and Professions Code 26200(g.")
Magana said his proposal included odor control, staff training, customer education and neighborhood‑safety measures and that he would fully cooperate with staff to ensure compliance.
