The council opened a public hearing on the 2026 preliminary budget. Tammy, the staff presenter, said the city added revenue and expenditure entries to account for a TIB chip-seal grant and adjustments in the water construction fund for Well 6 repairs. "We have to have it out to bid by May 1, and the work needs to begin by July 1, 2026," Tammy said.
Council members discussed the grant amount; one member stated the award totaled $402,685 and staff said the TIB award covered about 95% of the requested funds. Staff identified streets targeted for the chip-seal work, including Rochester Street and Rainier Acres Road, and said the project will address long-troubled roadway segments.
