City Administrator Keith Moody told the council Roeland Park’s second-quarter finances are largely on track: revenues and expenditures align with expectations, with the notable exception of fine revenue, which is down amid lower police staffing levels.
Moody said staff have purchased short-duration investments yielding "around 4% plus" and that those yields are trending downward, and he reviewed upcoming debt-service maturities that will reduce general-obligation debt service after 2027. He also noted about 189 building permits year-to-date compared with 170 in the prior comparable period and explained that construction-season spending is consistent with capital needs.
Council members asked about the calculation of cash equivalents and market-value reporting; Moody explained the market-value figure reflects balances across checking and other accounts and reaffirmed staff’s strategy to ladder investments and hold them to maturity. No formal budget amendments or policy changes were proposed during the discussion.
