Administrator Stapleton introduced the proposed two-year agreement with Rise West Partners LLC, also referred to as Strategies 360, to provide lobbying and grant-strategy services at the state and federal level. Staff said the arrangement was changed from prior single-year agreements to two-year terms to provide greater budgeting predictability as the city prepares its next biennial budget. "The services provided through Strategies 3 60 is a lobbying and consultation services for us on grants, lobbying activities at both the state and the federal level," a staff presenter said.
Staff noted the contract's first-year fee (effective Aug. 1 through July 31, 2027) matches prior years and the second year includes a 5% CPI escalation. The council moved, seconded and approved authorization for the mayor to sign and execute the agreement in the amount of $178,350 plus expenses.
