Commissioners reverse rejection, award document-destruction contract to Shred Monster LLC

The Weld County Board of County Commissioners voted Aug. 3 to reverse a previous rejection and award Bid B260067 for document-destruction services to Shred Monster LLC in the amount of $68,735 for the contract period 08/01/2026 through 07/31/2027.
Tobin Taylor of the county purchasing office explained the reversal, saying the Facilities Department had originally deemed both responding vendors noncompliant based on a bid specification that required active participation in the Colorado Bureau of Investigation (CBI) vendor-management program. According to Taylor, the county's finance review found that CBI enrollment was unattainable at bid submission and therefore could not be used to disqualify a timely, complete bid. "Therefore, the Facilities Department recommends awarding the bid to Shred Monster LLC in a total amount of $68,735 for a period beginning 08/01/2026 through 07/31/2027," Taylor said.
The chair recorded a motion to approve the reversal and award (moved and seconded by commissioners as noted on the record); the board voted unanimously to carry the motion. The board referenced Weld County Code section 54 1 55 in describing the bid-protest review process. The contract may be reviewed annually for up to three additional terms, per the Facilities Department recommendation.
The board took no further discussion on the item.
