The Pella City Council moved to delay consideration of the third reading of Ordinance No. 1090, titled to direct property taxes within the Imagine More Community Urban Renewal Area to a special fund for payment of loans and bonds. John Butler moved to delay and Harold Van Stryland seconded; the motion to postpone consideration until Nov. 3, 2026 passed on a 6–0 roll call.
The ordinance text in the minutes describes the allocation of property taxes for TIF purposes but the minutes do not include fiscal exhibits, impact estimates, or the reasons Council elected to postpone second reading beyond the formal motion to delay. The delay schedules the ordinance for further review at the Nov. 3 Council meeting.
