City staff presented the Finance Committee with the preliminary FY26–27 operating and capital budget, flagging a projected overall deficit of about $2,070,000 in the draft due primarily to the one-time Beach Road Stabilization Project. Helga Kotter said the Beach Road project carries a total estimated cost of "$4,970,000," with $4,680,000 planned from the critical infrastructure reserve and $345,000 from other sources to close the gap.
Kotter said the general fund revenues are projected to increase by "10.2% or approximately 979,000," driven primarily by property tax growth, and that, after the one‑time Beach Road expense, the budget is expected to return to more typical operating levels in future years. The committee discussed reserve levels and agreed to recommend the preliminary budget to the city council following committee approval.
