Registrar briefs board on recount, early voting dates and proposed Blackstone satellite site

Nottoway County Registrar Reynolds gave the board a detailed update on recent elections and preparations for the November 5 general election.
Reynolds summarized recent activity including a court-ordered recount across 24 localities that matched earlier results and noted the district decision left the county's totals unchanged. On logistics for the November 5th general election he told the board: "Early voting for the November 5th election begins on Friday, September 20. The last day to register to vote for this election in person is October 15. Deadline to apply for an absentee mail in ballot, October 25." He also described existing use of a satellite early-voting site at the Blackstone police department during afternoons and asked the board to formalize use of that location or accept a future electoral-board request.
Board members asked if an ordinance or formal vote was needed to allow the satellite site; staff said they would clarify legal requirements and could place the item on September's docket if necessary. Reynolds emphasized that the county would continue to require identification at in-person precinct voting and described acceptable forms for verifying identity and address. The board thanked Reynolds for the update and asked staff to return with any required paperwork to formalize the satellite site.
